A subject under this research is social relations created in the process of work with the personnel engaged to the public service. An objective of this dissertation is to reveal and systemize some social factors of the public servant professional development and, basing on such factors, formulate proper recommendations aimed to improve controlling of professionalization process in the public service of Ukraine. Research methods: comparative analysis; dialectic method for learning social processes and phenomena; structural, functioning and activity approaches; summarizing; comparison; systemization; extrapolation; abstract-logic and statistical methods; public opinion polling. Scientific novelty of the results obtained: the author substantiates content and conditions of social determination for individual professional development of the public servants; improves a conceptual and categorical mechanism within the topic under this research; specifies a notion "professional development of public servant"; and proves that the public servant professional development is a condition for realization of any person's potential, and that such development essentially reflects a content of processes of professionals' recruiting, adapting, forming and realizing; further the author shows a social essence of professional development of a person; interpretation of social priorities in professionalization of the public service; approaches to determine mechanisms for professional and qualification development of personnel of the public service. The author suggests further periodization of the public servant's professional life and some approaches of how to adapt experience of other countries in the sphere of managing the public servant professionalization
