Essay

The object of the research is professional activity of civil servants. The aim of the thesis is justification of theoretical propositions and practical recommendations with regard to quality assurance of civil servants' professional performance on a standardization basis. The research applies the complex analysis method, analysis and synthesis, structural method, induction and deduction, expert survey, reasoning and abstraction. The scientific novelty of the research findings lies in justification of the proposition on quality assurance of civil servants' professional performance on a standardization basis, lending an opportunity to develop practical guidelines as to improvement of the said performance, aimed at government services' quality improvement. The research resulted in development of a pioneering conceptual model of quality assurance of civil servants' professional performance on a standardization basis, which correlates with the government policy in the part of quality and government services' quality assurance standards, creates a foundation for elimination of discrepancies in professional development approaches of personnel and public agencies' quality management system functioning, improves the methodology of civil servants' professional performance assessment through implementation of a two-tier professional performance functional assessment model for civil servants and theoretical background on implementation of a quality management system as one of the modern quality performance models in government bodies. Namely, it identifies the groups of the major professional performance quality assurance problems under the operation of a quality management system in government bodies and ways of their resolution, which afforded to come up with the principles of a government body quality management system improvement. Further development was enjoyed by civil servants' professional processes classification through development of an integrated set of classification indicators, facilitating the development of professional activity flow-process diagram structure, as a constituent of the civil servant's professional performance standard; categorical scheme of civil servants' performance quality assurance, in particular: the definition of "civil servant's professional performance quality" and "civil servant's professional performance standard" have been phrased, the definition of "civil servants' professional performance" has been amended.
