Object of research: the processes of formation of employment and unemployment in region of excess labor. Purpose: developing of theoretical and methodological and practical bases of an assessment of employment in region of excess labor, analysis of the factors of its formation and justification of the concept of improving employment in the context of improving employment of region of excess labor. Methods: literary, theoretical generalization, analysis and comparison, systemic, structural analysis, statistical, cartographic. Novelty: first proposed direction of reducing unemployment on the basis of conception improve employment region for the period to 2025, improved approaches to the selection of modern problems of employment of Ternopil region, approaches to assess the impact of shadow employment in the realization of decent work and determination of the conceptual foundations of decent work . Scope: in Ternopil Region Department of Employment, Buchach Regional Employment Center, Ivano-Frankivsk Regional State Administration, in educational process of PVNZ "Buchach Institute of Management and Auditing".
