Falchenko O. The ways of state social policy improvement in the context of the aims of development of the millennium

The object of study: state social policy. The aim of study: definition and justification of scientific priorities of the state social policy in the context of Millennium Development Goals. Methods of study: dialectical approach; empirical method; method of comparison; system analysis; modeling; methods of induction and deduction; the comparative geographic methods; statistical method; cyclic methods; target and programming methods. The practical significance of results lays in the process of regional programs development for health and housing clusters in Kharkov region reformation, as well as Makeyevka City Council work in the development of recommendations for social security system reforming. Scientific novelty of results lies in fact that it was the first time when it became possible to determine the priorities for state social policy in the region implementation. These priorities are: the processes of demographic situation improvement and health cluster development; the reduction of citizens' differentiation income on the basis of social protection system reforming; the improvement of housing services quality and the process of housing cluster and communal services reformation. Were implemented: functions that define the humanistic character of the state; the priorities for health sector reformation; strategic directions for the existing system of social protection reforming; recommendations for housing cluster in the region renewing. Further developments have got: studies of different points of view of international organizations and scientists onto the global problems of mankind; scientific approaches and methods for social policy studying; methodical approach to the analysis of social development in Ukraine and its regions condition and problems.
