Essay

Target of research - processes of project formations for the Informatization Program of Ukraine. Goal of research -efficiency enhancement of investments into information structure of Ukraine due to evaluations of the project priorities and validation of their scopes taking into account their national, state and social targets. Methods of research: system-oriented approach (program structuring); mathematical tools for regular schemes of system models (formalized representation of the program); simulation modeling (estimation of characteristics for e-document flow systems); fuzzy set theory (integral estimation of the projects efficiency); multi project management (formation of a project scope); object-oriented programming (development of computer tools). Practical importance of the article is in the developed methods and models, which are a procedural framework for the project scope formation tools for Informatization Program of Ukraine. They are implemented in the computer subsystem for analysis of the simulation modeling results and IT project efficiency. Their applications allow scientifically grounded estimations of the project priorities taking into account their targets, resource and financial restrictions. The research results: techniques of the scope formation and IT program management are developed for the first time allowing on the contrary to the existing ones the required level of the projects efficiency by application of methods and information technologies for structure and simulation modeling. Models for the project efficiency estimations for the informatization program by introduction of the integral index allowing taking into account state and social importance, financial and temporary restrictions due to the techniques developed on the basis of fuzzy set and relation means are improved. Methods of structure and simulation modeling due to their implementations in business process analyses, governing the information (data) exchange between the informatization program users as well as the project management techniques due to formation of the information exchange resources and determination of the hierarchy structure of the IT projects performance to avoid contradictions between their actual and scheduled status were improved and developed.
