The thesis is devoted to the analysis of psychological peculiarities of individual and group organizational values development in local organs of executive power. The theoretical and the methodological bases of research of organizational values system have been analyzed. The peculiarities of functioning of individual and group values in an organization have been defined. The influence of the axiosystem on the general effectiveness of common work of a staff has been concretized. Attention is paid to the specificity of professional activity of government officials in organs of executive power. The historical, political and law peculiarities of values system in the state administration sphere have been analyzed. The axiological requirements that are stated in current legislation and in official instructions and regulations of officials of local government administration have been generalized. The structural-processual model of organizational values development in organs of executive power, which includes subjective, objective, intersubjective and interobjective components, has been devised. It is pointed out that interaction between these components is realized due to the mechanisms of personal harmonization, individual socialization, social teaching and social integration that provide content-operational correspondence between mentioned components.
