Object of research: processes of organization and making of competitive purchases on enterprises. Purpose of research: development of complex of models and structure of info-analitical complex of management by the processes of organization and making of competitive purchases, providing the increase of their efficiency. Methods of research: analysis of the systems and synthesis, objective design, economic and mathematical modeling, simulation, principles of neuronets design, modern information technologies. Results: proved that use of economic and mathematical models and informative systems for the problems of organization and realization of competitive purchases is applicable and declines the expenses related to it; priority tasks and component of info-analitical complex are identified; conception of design of info-analitical complex of management is worked out by competitive purchases; the objective model of info-analitical complex of competitive purchases is worked out; the economic and mathematical model of forming of strategy of realization of competitive purchases in a planning period is improved; the model of analysis and acceptance of tender offers is proposed; the structure of info-analitical complex of competitive purchases is synthesized. Novelty: firstly proposed: conception of design of info-analitical complex of management by competitive purchases; model of the system of competitive purchases on the enterprises of state pattern of ownership. Improved: model of forming of strategy of realization of competitive purchases in a planning period in the conditions of dynamic external environment. Got further development: model of estimation and acceptance of tender offers. Field of the use: level of enterprises.
