In this thesis work a complex examining of the theoretical and methodological basis of the mechanism of the professional development of the innovation type human resources running has been done and the main directions of its improving have been proposed. The author has been deep in the theoretical moments of formation and professional development of the innovation type human resources in the period of the national economy transition to the innovation developing way. The author has estimated the effectiveness of the existing processional development mechanism of the certain human resources category; the main directions of its improving and the instruments of its supplying have been found. The new set of rating estimation instruments of the knowledge environment forming level in the regions according to the indexes.
