The object of study: the system of social protection net for population. The aim of study: the complex study and scientific grounding of processes of institutional reforms of social protection net for population on the basis of health insurance. Methods of study: historical and logical analysis; theoretical generalization; description; comparison; analogy; classification; systematic approach; mathematical modeling. The practical significance of results lays in the developing of recommendations for creation of favorable conditions for formation of the institute of mandatory health insurance in the system of social protection net for population of Ukraine, which will increase the level of health, life and working capacity of people. Scientific novelty of results lies in fact that it was the first time when the conceptual basis of formation of institute of mandatory health insurance in the system of social protection net for population of Ukraine was suggested. Were implemented: the institutional approaches to reformation of health care in the system of social protection net for population of Ukraine as its essential compose. Further developments have got: approaches to the possibility of adaptation of the foreign practices in creation of the system of mandatory health insurance in social protection net for population of Ukraine; the proposals to enhance the role of voluntary health insurance in the system of social protection net for population of Ukraine; the method of calculation of insurance contribution into the health insurance.
