The thesis is devoted to theoretical and methodological basis development of human capital investment under condition of information society factors development on the basis of scientific substantiation human capital investment mechanism formation. The necessity of investors' extension on a base of market infrastructure subjects development stimulation that going to be institutions of financial resources accumulation and loan and cause a usage of new investment tools of human capital development and recreation is proved. The concept essence of "human capital" and "investments in human capital" is specified. Human capital tools investment system that can prove its formation and recreation on investment base, consider factors of transition to information society is developed. Human capital investment mechanism that based on evolution development objective laws and conformities to law, scientific principles, tasks, aims and investment tools is created.
