Kulik G. Risk management in official activities of Ukrainian customs officers

The object of the research is the official activities of customs officers. The purpose of the research is to theoretically justify the possibility of using risk management in system of customs authorities and on this basis to develop the recommendations for its implementation in official activities of Ukrainian customs officers. Scientific novelty of the results lays in solving the actual scientific task of theoretical justification the possibility of using risk management in system of customs authorities and on this basis development the recommendations for its implementation in official activities of Ukrainian customs officers. First revealed the concept of "integrated risk management" as a part of official activities of Ukrainian customs officers, which provides simultaneous management of customs and general managerial risks of Ukrainian customs officers at all levels of management hierarchy and is based on the risk-taking culture, and suggested the means of its introduction in official practice on the basis of a combination of techniques of quality management, change management and knowledge management; improved: concepts and categorical apparatus of the subject area of research, including the concepts of "official activities of government authorities officers", "risk in public administration","risk management in public administration","integrated risk management", classification of risks inherent to the official activities of customs officers by combining into a single system of general managerial and customs risks, determined on the basis of direction of the activities of customs officers to the customs business and the internal management of the customs authorities to ensure conditions of official activities, forms and methods of professionalization of civil servants, in particular the model competence profiles for customs risk managers are developed, and the directions of customs risk manager's training are proposed; developed further: directions for adaptation of international experience to improve public management, in particular by studying the practice of Great Britain, Canada and the United States of America the specificity of integrated risk management implementation in official activities of government authorities officers is identified; detailing the institutional and legal framework of risk management in customs bodies of Ukraine on the basis of which four stages of risk management implementation in customs bodies of Ukraine are defined; directions for improving the communication of Ukrainian customs officers in particular to mare it expert risk communication.
