Essay

The paper interprets the nature of giftedness as a combination of spiritual, intellectual and energetic individual components of the personality. Diagnostic methods of gifted persons are analyzed, evidence of the use of test methods, built on the principle of creative problem solving, which simulates the actual process of employment is provided. The terms of use of American experience of implementing regional development programs for rural gifted students in the national education system are distinguished.
