The thesis is devoted to the problem of the management of organizational and teaching educational district as a promising direction in education. The state of research on management education in different levels of administrative division, the current state of the legal provision and practice of educational management districts. Defined and reasonable theoretical foundations of the county (objective, trends, patterns, principles, functions, lines and forms management), the features of mechanisms of the county, areas of networking subjects. Designed, scientific justification and experimentally tested model of organizational and teaching educational district in the context of consideration of the general processes of regionalization and the formation of public-public administration. The system of indicators and criteria for evaluating the efficiency of the district, conducted an analytical study of its effectiveness and the ways of improving the management of the county in terms of modernization of change in education. A regulatory support needed to manage organizational and teaching educational district.
