Essay

The modeling resource potential management conception including development of economic-mathematical models, optimization methods and information technology on optimal planning and regulation of resource potential for utility companies in the field of water supply has been created. The economic category "resource potential" in the case of utility companies has been considered. Classification of national and regional uncertainty factors influencing the planning resource potential utilities has been created. Analyzed are the economic and social criteria of utility companies, including costly criterion, consumption of energy affordability criterion, accident criterion, criterion of improvements and other criteria. Formalization of the relationship of these criteria was made. Multiobjective optimization economico-mathematical model of planning resource potential for construction and repair services of utilities for water has been built. Exact and approximate methods for solving the optimization problem of planning utility enterprise resource potential in the deterministic statement as the placement problem has been developed. The proposed optimization methods for solving multiobjective scheduling and monitoring the resource potential of the public utility problem have been developed with the uncertainty of internal and external environment of the enterprise. Based on the proposed mathematical tools solving optimization problem the conceptual model of program system has been developed and applied to solve a practical optimization problem concerning optimal planning resources for building repair service utility "Kharkovvodokanal".
