Essay

The aim of the research is the theoretical explanation of the essence of human resources management in local self-government at the city level and the development on this basis of practical recommendations for its improvement. The object of research is the human resources in the system of local self-governments. The subject of research is the human resource management in the local self-governments at the city level. Scientific novelty of the research consists of the conceptual principles of management human resources in the local self-government at the city level and development on this base the practical recommendations for ways to improve it. Aimed on efficiency of human resource management in local self-government it's proposed to use the human resources management system and structure of system which consist of: subsystem of strategic management of human resource management, subsystem of selection and registration and logistic of human resources management, subsystem of motivation, subsystem of development, subsystem of performance, subsystem of social protection, subsystem of feedback.
