Essay

The Dissertation is devoted to the integral analysis of monitoring quality of general education in the United States of America. The choice of the theme is conditioned by the practical necessity of usage the American experience in Ukrainian system of educational monitoring, its significance in the process of projecting a single conceptual policy, a strategy and a practice of developing the native pedagogical education on the integration stage of Ukrainian state into European dimension. The thesis is dedicated to the problem of integral investigation the formation, methods and provision of educational monitoring in the USA. On the basis of learning the historical and pedagogical scientific literature, original American sources the interpretation of concepts "quality of education" and "monitoring quality of education" are analyzed in dissertation, their peculiarities are presented. The research of political, socio-economic and pedagogical prerequisites of formation monitoring quality of general education in the USA are carried out. It made possible to present connection between political, economic, social position of the state and approach to the integral measuring, evaluation, assessment, and functioning of the multilevel system of monitoring. The ways of taking into account pedagogical, social, economic and financial indexes are presented. The analysis of the historical stages of formation monitoring quality of general education in the USA allowed to define factors that made possible contemporary monitoring functioning as a multilevel system - administrative and methodical providing of realization the educational monitoring. The formation of monitoring quality of general education in the USA is based on understanding to state importance of implementing this process as a scientific based research. That is why monitoring is provided by appropriated state laws, state institutions, state programs, administration and methodological supply that determine its complexity and multileveled implementation. Having investigated monitoring quality of general education in the USA as a scientific based research its legal providing ("No Child Left Behind Act", "Improving America's School Act", "Goals-2000", "National Education Goals Panel, National Educational Goals Report: Building a Nation Learner", "America-2000: an education strategy") is presented and the importance of state laws is shown. Monitoring quality of general education is a complex research which analyze cognitive and non-cognitive indicators. The determination of cognition, metacognition and monitoring of cognitive achievements are presented and their methodological concept (standardized testing) are shown. The system of educational standards is examined. Its educational goals testify that a contemporary society requires a personality able to further study, professional work and personal development. The determinations of "indicator" and "system of indicators", their scientific and methodological approaches are analyzed. Non-cognitive indicators are investigated, their specifics and objects are described, the institution that is obligatory to provide non-cognitive regular researches on a legal bases (National Assessment of Educational Progress) is presented. The methodological concept of non-cognitive monitoring is integration, analysis and interpretation the system of indicators. On the basis of investigation and generalization materials of administrative (institutions and regulation, administration) and methodical providing the procedures of monitoring are described. Having searched the state monitoring program SASA (Student Achievement and School Accountability) forms of providing monitoring are distinguished - "on site" and "desk", their features are shown. Monitoring cycle all over the states, procedure and methods according to cognitive and non-cognitive monitoring, the ways of using the results of monitoring quality of general education for a student - a school - a school district are frameworked. Possible negative consequences of monitoring are investigated. Factors, that influence the results of educational achievements, technological providing of monitoring quality education are worthy further theoretical research.
