The paper describes the theoretical fundamentals of public health service functioning. A range of strategic goals for the sector development is set. The analysis of methods of economic-mathematical modeling, suitable for practical use in the development of the health sector is conducted. A three-level cascade model of management in health care is created. A model of evaluation of public health service development at the national level is created as well as a strategy for improving its performance indicators. A model that allows to evaluate the opportunities of social and demographic development in the regions of Ukraine is offered. A set of mathematical models is developed. Optimal allocation of health care institutions is soft-ware implemented. The method of medical facilities activity analysis is improved. Computer-based management systems for medical facilities are developed.
