Essay

The social aspect of the organizational culture of public service is revealed in this dissertation. The regularity of organizational culture development of public service is discovered, which contains a cyclic change of the dominant socio-cultural factors of this development (authority, values, traditions, rituals). The following approaches are formulated and grounded on this basis: to definition of the content and conditions of the deployment cycle of the organizational culture development of public service; to determination of the actual phases of this cycle and the development of diagnosis methods. The approaches to process control under the organizational culture development of public service are defined on the basis of the possible scenarios of development of this culture, taking into account the presence of natural and artificial influences, and corresponding to different phases of the development cycle of this culture; also the combination of different directing types of managerial influences within a single cycle of changes of organizational culture public service are detected.
