Essay

The thesis is devoted perfection of the system of evaluation of professional innovative activity scientific and pedagogical staff of university in Ukraine and new mathematical models and methods of motivation and incentives. The thesis presents a theoretical generalization and the new scientific problem of staff motivation regarding innovation (for example HEE). The study proposes a generalized scheme and an algorithm for formation evaluation and rating forming detailed performance evaluation of innovative professional of teaching staff of university, given the characteristics of innovative professional activities of teaching staff of university. The rating, mathematical models and methods are made for evaluating the volume incentives of teaching staff of university. It bases on the values of the integral index of innovative professional assessment of teaching staff of universities. The automated information system for the evaluation of the integral index values of teaching staff of university is built. The volume of material incentives of teaching staff of university as premiums, co-payments, which are correlated with the corresponding values of integral indices of teaching staff of university, was defined. In order to adequately material incentives of teaching staff of university (faculty, department) the establish incentives (bonuses, allowances) is proposed for the active innovative professional career, based on the available amount of the premium fund.
