The aim of the research is substantiating the theoretical basis for the development of civil servants' competencies, the appropriateness of the organizational approach to this process and development of practical recommendations for its improvement The object of study is personnel management of civil service. The subject of the research is management of developing civil servants' competencies. The thesis based on an analysis of scientific literature and regulatory framework. The civil servant competences are suggested to be classified as personal, professional, official, managerial, and socio-psychological. Based on the analysis of the legal framework and results of researching the public administration domain, basic competences of civil servants are identified; main components of the professional competency of civil servants are generalized; and the problems of managing the development of civil servants' competencies are detected. The universal profile of civil servants' competency is improved to include personal, professional, official, managerial, and socio-psychological competencies and their components. Recommendations have been issues as to the use of training, upgrading qualifications, motivation and evaluation functions as means for development of civil servants' competency.
