The thesis founds a concept of modeling the development of tourism and recreational region complex, which is based on the methods of soft and system approaches of modeling complex socio-economic systems, and the concept uses cartographic method widely used in regional economy science. The concept allows improving the management of the development of tourism and recreation sector in the region within the conflict of the necessary to stimulate market relations in the tourism sector and environmental issues salvation. A complex of models designed by the concept includes the evaluation of image formation region. The constructed fuzzy inference models, unlike the existing image of the region, represents an important component of the potential of regional tourism and recreational complex development. According to the simulation experiment the advantages of cluster strategy for ecological tourism and recreational services of "Kuyalnyk" in Odessa region are shown. That ensures the development of recreational infrastructure in the water basin of Kuyalnyk estuary.
