In thesis the status of the investigated problem in the theory and methodology of educational management of specialists' of the State Emergency Service of Ukraine is analyzed. The concept of "professional competence of specialists of the State Emergency Service of Ukraine" was clarified. The structure of this competence allows them to operate effectively in dynamic world and includes motivational and evaluative, cognitive, personal and operational components. The model of the system of management of development of professional competence of State Emergency Service of Ukraine specialists' in the process of physical training was characterized and its efficiency was experimentally verified.
