As a result of the analysis of psychological and pedagogical literature it has been established that in the culturology approach context, all the richness of world culture in pedagogical process fills the cultural world of the personality with the set of cultural meanings, values, aims, define behaviour and the relations of the person with surrounding. It has been proved that cultural competence is treated as the ability to develop the principles of the activity, behaviour, orientation to the best examples of universal and national culture, adequate understanding of a situation from the point of view of personal and common values, possession of the principles of tolerance, pluralism, technologies of intercultural interaction, communicative, aesthetic and ethical culture, ability to use cultural standards as criteria of estimation in the process of solving problems of informative, vital, professional character on the basis of culture products interiorization, their sensory, emotional and valuable perception. The maintenance of common cultural competence of students as integrative quality of the personality, which existence provides mastering bases of the general culture as spheres of spiritual human life, abilities to define and realize the behaviour and professional activity with orientation to the common culture values, enrichment of the experience of establishment and development of the constructive, tolerant relations in situations of interpersonal communication and professional interaction in the rural society conditions, a close combinations of cognitive, communicative, emotional and moral properties have been specified. Structural components (cognitive, emotional and communicative), criteria and indicators have been characterized; levels (high, average, low) of cultural competence formation of agrarian college students have been established. Pedagogical conditions of cultural competence formation of agrarian college students in the process of extracurricular activity have been defined. They are creation and introduction of extracurricular activity system aimed at cultural competence formation of agrarian college students; development of substantial and methodical supply of system of educational activity realization aimed at cultural competence formation of agrarian college students; students' involvement in the practical activity focused on mastering the cultural competence experience. The structure of the created system of extracurricular activity aimed at cultural competence formation of agrarian college students includes students, purpose, content, forms and methods, subsystems. Substantial and methodical providing involves the educational program "Cultural competence cultivation" and programs of subsystems functioning of the general system of agrarian college extracurricular work. Students' involvement in practical activity has been provided through various projects introduction: "Modelling of society intellectual elite", "Legal education", "A vivenda mode", "Model of the modern healthy person", "Harmony of soul", "Union with parents", "Social services cooperation".
