Essay

The thesis researches the current stay of scientific theme development, characterizes the sources of the personnel management bodies creation, their activities related with the manning of high rank officer positions of the Armed Forces of Ukraine. The military and political factors were analyzed and their influence on creation of personnel management bodies and their activities on manning of high rank officer positions. It was discovered that the foundation of High Rank Officer Corps was based on generals and admirals from military formations of the former Soviet Army which were based in Ukraine. The legislative and regulatory base on research topic was analyzed, disclosed the practical activities on the highest state and military leadership, personnel management bodies on manning the high rank officers positions of the Armed Forces of Ukraine. The following periods of creation and development of personnel management bodies and high officer corps were defined: 1991-1996 - creation of personnel management bodies, system of manning of high officer positions on stage of foundation building of Ukrainian Armed Forces; 1997-2011 - activities of personnel management bodies during period of Ukrainian Armed Forces reforming. The content, components, features and performance results of the personnel management bodies at three conditional levels (personnel policy, personnel management, personnel support), during two periods on different stages of their functioning in context of Ukrainian Armed Forces reforming, enhancing earlier created elements of manning system by improvement of their quality parameters. The features of personnel management bodies activities in structural and functional aspects during transition from the nomenclature-command system of manning of high officer positions to the system of personnel management (centralized type) and further to the system of personnel support system. Factors that characterize manning system were defined; the assessment of quality and quantity characteristics of high officer personnel was conducted. In was found out, that as a result of introduction of the new system of military-administrative division of the state territory and reduction of division commander positions the steadfast process of promotion on command ladder from colonel to generals was disrupted. The miscalculations were found out and causes were defined for negative influence on the manning process for high officer positions. On the basis of the conducted analysis, recommendations on the use of the acquired experience for the modern practice of activities of personnel of the Armed Forces of Ukraine.
