The paper solved an important scientific task of improving product quality of educational project of higher educational establishments of State Emergency Service of Ukraine (hereinafter - HEE SES), which is expressed in personnel competence of SES IT-projects, that was possible due to the developed mathematical models and mechanisms, that enable to choose rational method of educational project content planning on the basis of competence approach and take into account product quality requirements of interested parties.
