The thesis is devoted to investigation of educating professional responsibility of future specialists of civil protection in higher educational institutions. The essence and content of professional responsibility and features of its educating for future specialists of civil protection were analyzed. The features of modern education of specialist civil protection in conditions of a higher educational institutions were considered. It was found that the feature of education of future professionals of civil protection in conditions of a profile higher educational institution: clear regulation of life in accordance with the provisions, statutes, decrees, laws and legal acts regulating the activities of State Emergency Service of Ukraine; service and professional orientation - education of specialists for special duties to protect the population and territories from emergency situations and their consequences; moral and psychological preparation for action in extreme conditions; permanent stay in cadet teams which have special organization, statutory relationship, specific everyday life (schedule, compliance with the Statutes, restriction of certain freedoms, not typical for other categories of students, etc.). It was found that professional responsibility of future specialists of civil protection is connected with the presence of the requirements arising from the specific professional activity in the field of civil protection, which are implemented by both external forms of control (codes, regulations, orders, etc.), and realizing the importance of social interests and the importance of their role in the course of professional activities by future specialists. We specified components (motivational, cognitive and activity), defined the criteria (motivational and evaluative, cognitive and educational, activity-practical), rates and levels (beginner, intermediate, advance) of professional liability of future specialists of civil protection. Indicators of motivational-value criteria defined: value orientations, motivation for professional activity, the need for the realization of personal potential; cognitive - ability to learn, educational activity, professional experience. The level of professional responsibility for educating activity-practical criterion is determined by the following factors: organizational skills, activity, self-control in professional activities in the field of civil protection. We theoretically grounded, developed and experimentally proved a model of education of professional liability of future specialists of civil protection in the conditions of a profile higher educational institution that includes interaction of target, substantive, procedural and effectively blocks which are interconnected. Target unit consists of goals, objectives and subjects of educating, between which are established subject-subject relationship. Thematic unit is based on specific approaches, principles and reflects the stages of the process of education of professional liability. Procedural unit includes forms, methods and means of education, on the basis of which there is an organization of the educational process. Efficient block contains components, criteria, indicators, levels of education of professional responsibility and results. It was determined that that the education of professional liability of future specialists of civil protection will be more productive under such pedagogical conditions: focused positive motivation of future specialists of civil protection on necessity of appearance of responsibility in professional activities; acquisition of experience of responsible behavior on the basis of the unity of classroom and extracurricular activities by future specialists of civil protection; activation of independent activity of future specialists of civil protection in teaching and educational process of a profile educational establishment. We developed "The Program of Education of professional liability of future specialists of civil protection in higher educational institutions of civil protection", aimed at educating high-level indicators of professional liability5 of cadets. The results of the formative stage of experimental studies have shown the effectiveness of the author's approach to the education of professional liability of future specialists of civil protection, on condition of compliance pedagogical conditions mentioned above.
