The thesis investigates ways to apply the competency approach to the organization and functioning of the public service, resulting success of its application in business, education, and focus on the end result, which is the background of ever-increasing requirements for professional-grade public servants and can be considered as a priority system modernization public service. Reform of the public service updates the task performance management of public servants. An effective way in this direction is the adaptation of the conceptual bases of competence-based approach to public service conditions. Information and intellectual load variability of operating conditions require waive strict set of knowledge and skills that recorded in official documents ability to realize management tasks in professional work based on personal values, business and motivational resource staff is a key achievement of competence approach. Relevance of the study is due to the fact that successful delimitation of competencies public servants, consideration of their professional level is a factor to ensuring the effective functioning of the public authority, as: the effectiveness and efficiency of public servants depends on such attributes as level of education, amount of experience, personal and professional qualities person that constitute competence; relevance of qualified approach to the organization and functioning of the public service due to the success of this approach in business, education, where the successful combination of professional competence performers ensures implementation powers the jurisdiction of an agency, institution or organization. Compliance with professional competence public servant in his jurisdiction as are certain guarantee of quality of its operations, the ability to perform tasks predefined level of efficiency and meets the expectations of the client system of the government concerning the effectiveness of the system.
