Dmytruk S. Socio-economic mechanism of human capital preservation in the crisis

The dissertation shows theoretical generalization and gives new solutions of a current scientific and practical task, which is to deepen the theoretic principles of assessing the impact of the crisis on the development and preservation of human capital, as well as justification of practical recommendations for the development of the social and economic mechanism of conservation in Ukraine. The modern understanding of "human capital" category meaning is presented, and the concept of "preservation of human capital" is defined. The thesis determines the components of the formation and preservation of a human capital in the crisis at different levels. Also it shows the impact factors of the crisis on the development and preservation of a human capital and the methodological basis of an assessment of the preservation opportunities of the human capital in the crisis. The analysis of the factors influencing the possibility of human capital preservation at the macro level in the crisis. The possibility of preserving the human capital in the crisis in Ukraine was reviewed on the basis of the developed indicators. The assessment of the crisis depth was done and estimated its impact on the possibility of human capital saving. The conceptual bases of the socio-economic mechanism of human capital preservation in Ukraine were formed. Also the regulatory, organizational, economic, socio-economic, financial and economic support of its safety in a crisis was grounded. Finally the priority areas of its preservation were determined in the current crisis.
