Fedoryshyn V. Social Policy in Reforming Communal Ownership of Local Communities.

The essence of the scientific approaches regarding the concepts of "Social Policy", "Regional Economy", "Regional Policy", "Regional Social Policy"is studied and summarized. The author's model of communal property reform as the material basis of social regional policy is formed. The expediency of further reform of municipal property in accordance with the reform of local self-government is proved. The practical implementation of the Concept of reforming the local self-government and territorial authorities is reasonedon the scientific level. The compliance with the European principles of practice implementation of control over the social orientation of local self-government and efficient use of municipal property as the basis of social development of the local community is proved. The methodology for determining the efficiency of social utility of commercial facilities and social efficiency of measures reforming the health sector in the region in terms of introduction of primary health medicine on the basis of family medicine and the feasibility of transferring these activities to private utilities sector is suggested.
