The thesis is devoted to development means improving public financial management system in the aspects of creating and supporting a common information space of public finance management based on the development of models using the information technology. The thesis presents a theoretical generalization and the new scientific problem solving to create and support a common information space of public finance management based on modeling using the information technology. Considering the research of information flows between the main participants of the budget process, their structuring, based on the principles of building clusters of information exchange are made. The models of information load using mathematical tools of queuing theory to determine the optimal values of quantitative indicators workflow are built. Proposals for developing information and analytical support public financial management are submitted. The main focus is on the development schemes of information exchange with main participants of the state budget creation and implementing. The expediency of applying cloud technologies for information interaction of main budget funds managers based on developed portal solution are shown.
