Essay

The dissertation proposes an improved theoretical and methodological basis as well as practical recommendations with regard to the processes of development and implementation of social policy within the system of alternative financial provision. The author summarizes the theoretical approaches to defining conceptual framework of state social policy and proposes an author's definition of "social state", "state social policy", "level / quality of life". Approaches to evaluating the effectiveness of social policy and assessment of living standards are systematized. Applicability of international indices of social development in the process of determining social policy objectives is substantiated. The author conducts a comparative analysis of the social sector in the EU and Ukraine, analyzes the main social problems in Ukraine, including the situation on the labor market; studies the approaches to planning social policies on the example of several Ukrainian regions and funding sources for the planned events. He suggests the ways for improvement the planning and funding of social policy, taking into account the existing social problems in Ukraine, requirements of European integration processes and existing budgetary constraints. He recommends to improve the planning of social policy considering the achievements of developed countries by dimensions of international social development indices and to implement measures to use alternative sources of funding of social policy that may include but are not limited to the intensification of social responsibility of banks, development of social entrepreneurship and social enterprises, and use of crowdfunding.
