Essay

There are investigated the concept, essence and importance of professional adaptation in the professional development of officials of local government. The professional adaptation in the context of group formation in the local government authorities is considered and the theoretical approaches to the management of professional adaptation of the personnel are summarized. The conceptual-categorical organ of science of public administration has been improved, in particular, the concept of "adaptation of official of local government" is clarified as a process, the result of which is a certain level of formation of human adaptability in the process of its professionalization, psychological mechanism of regulation of collective activity; stage of group and team formation; mechanism for developing an individual style of activity. The relations between small groups in local government authorities of Ukraine in the aspect of professional adaptation are analyzed. Author for the first time constructs the organizational and personal segments of the adaptation base of the local government body. The theoretical bases of management of professional adaptation of local government officials are grounded, which is a management cycle with stages: professional assessment, professional orientation, professional adaptation, as well as the use of such management functions as planning, communication, decision-making, organization, coordination, motivation, control. The model of management of professional adaptation of local government officials in Ukraine was developed and substantiated.
