In dissertation research the structurally-critical analysis of progress of higher pedagogical education trends is carried out in the countries of European Union in certain chronologic scopes as integral phenomen in the context of issues of the day of modern higher school; general for the European region progress of higher education trends are educed; essence, principles and pre-conditions of development of investigated phenomen, is found out; pre-conditions of development of higher West-European and domestic education are certain in a noted period: socio-political; state-legislative (acceptance of corresponding legislative acts); cultural, spiritually-ideological; educationally-pedagogical; interpretation of terms "quality of higher education" and "quality of educational process" is generalized; the evolution of concept "quality of education" is traced in Ukraine; it is confirmed, that continuity of changes in a modern scientifically-educational sphere complicates determination of concept "quality of education" in the different European countries and for different component parts of educational-educator complex; two tendencies are distinguished in development of process of Bolon: geographical expansion of territorial limits of European space of higher education (The European Higher Education Area) by the increase of amount of his cocks; diversify the aims of countries-participants, and attempt to overcome not only universities but also all institutes of higher - of Old World.
