Hovorko O. Increasing social and demographic potential in the context of reforming the public health system.

The thesis is devoted to the formation of the structure of the increasing social and demographic potential system on the basis of health implementation care reform. The evolution of scientific views in the demographic development formation is investigated, social standards and methods for estimating the demographic potential are considered. The determinants of health care in the provision of socio-demographic development are determined. The demographic situation and the level of public health care in Ukraine and Vinnytsia region are analyzed. Assessment of external and internal factors in improving the quality of public health care protection is made and role of financial security of health care in the system of increase in social and demographic potential is defined. Account cost indexes on health care for ensuring social and demographic potential with a social component are defined. The role of indicators of a condition of health care in increase in social and demographic potential is defined. The system of social and demographic potential elements which consists of four elements of the 1st order is constructed: demographic, activity, social and infrastructure potentials. In turn, certain potentials form a number of elements of the 2nd order. The structure of social and demographic potential indicators which covers various spheres of activity and turns on the making indicators is created and offered: social, demographic, infrastructure and activity potentials. The subsystem of health care reforming realization which determines by the contents the principles build, sources and forms of medical institutions financing whose activity is directed to increase (formation, protection, saving, strengthening and restoration) health of the society is constructed. On the basis of it the financial security conceptual scheme of social development and demographic potential is created. The structural-logical model of the increasing social system and demographic potential is constructed, which is based on: the goal, the purpose, a subject, an object, the principles and tasks for achievement of the goal, methods, tools and a leverage over elimination of negative external and internal factors. The effectiveness of this system is confirmed by the subsystems that exist in it: the implementation of health care reform, financial health care, monitoring of health care and the quality of life of the population, ensuring the implementation of socio-demographic potential and subsystem of activities that increase social and demographic potential.
