Object of research - the processes of management of high-tech projects; goal of research - increase the results’ reliability of the formation process of high-tech projects teams executors by developing models and methods, and, on the basis of them, special means of supporting decision-making of HR- and Project-managers; methods of research - set theory, elements of probability theory and mathematical statistics, fuzzy set theory, the theory of Dempster-Sheifer's evidence, theory plausible and paradoxical reasoning of Deser-Smarandke, theory of rough sets; the result - the actual scientific task solved, connected with the increase of reliability of the decisions taken in the process of management of high-tech projects at innovative enterprises in the part of the formation of teams of performers, by creating and implementing a set of methodical tools on the basis of competence-oriented evaluation, which makes it possible to reduce the level of uncertainty in the decision-making process of HR- and Project-managers in the formation of the composition of the high-tech projects performers; novelty - complex process model for the formation of executors team of high-tech projects was synthesized for the first time, which, unlike the known ones, is a multi-stage procedure, that ensures an increase in the reliability of final decisions on the composition of the team of performers due to a consistent decrease in the uncertainty level in aspects of incompleteness, fuzziness and inaccuracy; the method of forming a panel of experts based on probability theory is improved, and, unlike existing ones, makes it possible to reduce the level of uncertainty in the selection of experts, due to the rational choice of the commission composition and the definition of the general level of its competence; the method of collective expert evaluation of alternative variants of high-tech projects executors’ teams is improved by taking into account the degree of originality of alternatives, in the course of evaluation, with the means existing in the theories of evidence, plausible and paradoxical considerations, and also the theory of rough sets; further development of methodical tools for project management in the part of personnel management, which allows increasing the reliability of the process of development and implementation of high-tech projects at innovative enterprises, has been developed; the degree of implementation - results are implemented in the educational process of the Department of Management of the National Aerospace University named after M.E. Zhukovsky "Kharkiv Aviation Institute", at the Limited Liability Company "Scientific and Production Enterprise "KIATON"", in the activity of research institute of physical modeling problems; field of application - project and program management.
