Essay

The thesis developed the concept of institutional reforming of public service in the European dimension, the essence of which is the transformation of the institutional environment of theUkrainian public service and which is a combination of internal and external influences on the public administration system, public service in particular, in the form of obligations’ system. The above implies both an expansion of the circle of influence’s subjects and an increase in the forms and means of the communication of these influences into the professional activities of public servants, thereby ensuring the implementation of the democratic government principle of accessibility of administrative activity. The analysis of the directions of the institutional development of the civil service, the transformation of its organizational and functional models, both in the supranational structures of the EU, European countries, and in the countries of Central and Eastern Europe, has actualized the need to develop a model of adaptive institutionalization of the public service (expert system model). Within the framework of this model, the formation of an organizational-functional model of the civil service is proposed that is capable of independently synthesizing forms, methods of activity and generating innovative approaches to the implementation of tasks assigned to public servants. It describes scientific approaches to the definition of the institute of public service in the context of administrative and political modernization of public administration in accordance with current trends in the European integration space, the analysis of which indicates the need to increase research attention to the formation of an adequate institutional environment. The thesis proposes a rationale for the approach to the civil service through the modernization of human resource management in the context of Ukraine’s preparation for EU membership. The convergence of administrative and legal systems contributes to the formation of a single European economic space, free movement of citizens and changes in the socio-economic structure, and is characterized by large-scale investment in personnel training, careful use of personnel and personnel management technologies in the face of budget cuts for administrative staff. The dissertation proposed the development of approaches to the analysis of modernization of organizational-functional models of the public service in the countries of Central and Eastern Europe. These models are characterized by: decentralization of authority and responsibility to ensure the flexibility of organizational and functional structures and the improvement of resource management systems; the use of human resource management approaches at the senior levels of the public service; the focus is on the end results of activities, reporting; understanding of management functions as a means of implementing a strategically agreed policy solution to complex problems; adaptation of public service models, focused on the improvement of existing administrative procedures, compliance with the needs of consumers and the provision of quality services; the introduction of market mechanisms of competition in the public sector. Аpproaches to systematizing the regulatory and institutional framework for adapting the public service of Ukraine to EU standards and recommendations are аnalyzed , followed by formulating problems and identifying key areas for improving the functioning of the public service, its interaction with citizens as part of the system-wide modernization of public administration in the context of creating a “service” state. As an applied result, the Concept of the formation of adaptation structures was developed and proposed in the context of the introduction of European instruments for measuring administrative activities for the transition of the Ukrainian public service institute to the criteria and standards of institutional activity in the European acquis communautaire.
