Essay

This research is devoted to the problem of teacher training for the secondary school students’ legal culture formation in Ukraine in the second half of the XXth – the beginning of the XXIst century. The source basis and historiography of the research rests on four complex groups of materials: normative legal acts of Ukraine, materials of state archives, narrative sources and didactic materials. This is due to the investigation of a number of historical and pedagogical studies by contemporary scientists. The factors that influence the process of teacher training for the secondary school students’ legal culture formation in Ukraine are revealed. Special attention is paid to their changes during each historical period. The main factors are: the legislative process in the country (particularly in education realm); international normative legal enactment; cultural and educational organizations’ activity; and socio-economic situation of the country. The categorical and conceptual model of the problem is determined. The system of interconnected and subordinate components include: legal education, legal upbringing, legal culture, vocational and pedagogical training, legal competence. The normative-legal basis of the teacher training for the secondary school students’ legal culture formation is analyzed as well as its typological features at each period. Special attention is paid to the issue of pedagogical staff training for the secondary school students’ legal culture formation in the Soviet period. The curricula of higher pedagogical educational institutions, their teaching and methodological support and the organization of educational process are analyzed. All teaching and methodological support is analyzed and classified into several groups: manuals on educational disciplines Fundamentals of the Soviet State and Law, Soviet Law, Sociology; textbooks on Pedagogy; educational and methodical manuals on legal education and formation of legal consciousness of secondary school pupils; tutorial methodical recommendations for the legal education of pupils during the study and extracurricular activities; manuals for the teacher training; reference books on Soviet law, designed to raise the level of knowledge of the population in general; scientific works devoted to problems of legal culture of students. The second half of the XXth century demonstrates a sufficient amount of teaching and methodological support for the teacher training for the legal culture formation. The forms and methods of organization of the educational process and extra-curricular forms and methods are distinguished. Clear civil position aimed at complying with all legal norms, close cooperation between the Ministry of Education and the Ministry of Justice, with a focus on legal education, which had a clear communist direction are main features of teacher training in the Soviet period. This research also offers a complex analysis of the main tendencies of updating the content, forms and methods of teacher training of the secondary school students’ legal culture formation in Ukraine during the years of independence (since 1991). It is clarified that during the years of independence the teacher training begins to be considered through the prism of a competent approach. Proceeding from this, the basic concepts of the mentioned problem are defined as legal competence and teacher's legal competence. The updating of the teacher training contents is traced back. The contents of the Soviet Law (before 1991) and the Fundamentals of Law, which is the basis for most of the higher educational establishments of Ukraine after 1991, are compared. It is determined that the content of the programs of law disciplines has changed fundamentally. The main goal is to strengthen the rule of law and order based on the Constitution of Ukraine, which provides citizens with basic rights. The research work deals with the forms of educational process organization in the higher educational institution during the years of Ukrainian independence and their division into two categories: educational and training. It is investigated that only some methods of teacher training for the secondary school students’ legal culture formation have changed and today some new active methods are being implemented. To conclude, the research work reveals the prospects of using the historical and pedagogical experience of teacher training in contemporary educational process.
