Pishchyk O. Strategies and mechanisms of social policy realization at providing dwelling.

In the dissertation, the main strategic aims of territorial social development have been formulated, among which providing dwelling has been determined as one of the most essential stages of social policy. It has also been proved, that functions of state social policy are embodied in life quality increase, and dwelling policy is the main way to increase the level of providing dwelling for citizens, who need their living conditions to be improved and have legal right for this. The research of priority of providing dwelling programs has been conducted using expert methods, which let us choose actual and useful social program among possible alternatives at the moment. Also, the main means of territorial social development policy have been determined and used as a base for working out recommendations about ways to increase the state social policy. A choice of territorial development strategies, which combine social and dwelling policy and let determine priorities in providing proper habitation, has been offered. It has been determined, that a process of working out territorial development strategies of providing dwelling consists of stages, that include understanding mission, environment research, strengths and weaknesses estimation, formulation of strategic development aims system, working out and choice of strategic alternatives of social development, preparation of the final variant of strategic development plan as well as working out tactical mid-term plans and control of their realization. There has been offered the author's system of territories' development evaluation, which includes both researches on the ways social and economic factors influence a level and indicators of providing dwelling and prognostic models, thus it lets estimating not actual situations only, but also tendencies of their future development. Besides this, there has been improved a system of monitoring indicators of providing dwelling, which includes researches on an influence of social and economic factors on providing dwelling and prognostic models. In the research, structural-logical models of mechanisms of providing dwelling social policy realization have been worked out. These models base on previously made strategies of territorial social development and provide ways to manage planning of social dwelling programs in unstable social and economic conditions.
