The dissertation solves an important scientific and technical problem of developing the methodology of innovation management in project-oriented food industry organizations. The system analysis of the state of theory and practice of innovation management in design-oriented organizations is carried out. The study determined that, despite the significant progress made in the implementation of effective innovation management in project-oriented organizations, insufficient attention is being paid to the issue of how to integrate innovations into the organization's project portfolio. Based on the analysis of the results of the works of leading scientists, modern approaches to innovation management and management of innovative processes in the development of organizations are highlighted. The analysis allowed to reveal cognitive and methodological gaps in the management of innovations in project-oriented organizations. As a result of the research, it was determined that the necessary condition for the fundamental viability of an open technical system is the law of the completeness of parts, which determines the conditions for the minimum system capacity. Thus, the rule of forming the innovation system of the enterprise is obtained: for the synthesis of the system, there is a need for four units and their minimum suitability for performing functions of information transmission without distortion. Based on the constructed mathematical models, a management system structure is proposed that improves the management of innovative development of the enterprise on the basis of monitoring their actual indicators of enterprise development in real time and allows keeping the value of the portfolio of innovations within acceptable limits, taking into account financial constraints. The formalization of the conceptual bases of project portfolio management was carried out, which made it possible to coordinate the portfolio of projects with the strategic goals of the organization. The mechanism of enterprise competitiveness management is proposed, which becomes effective due to application of resource approach to the study of the potential of enterprise development and allows to develop ways to realize its full potential through a portfolio of projects. Іt is determined that one of the most important factors of successful enterprise competitiveness is its ability to innovate. The classification of innovations in the enterprise is considered, depending on the changes that need to be made in the enterprise system. Allocated classification allows obtaining objective criteria for assessing the innovation of the project, determine the criteria for assessing the required qualifications of employees and determine what industry is implementing innovation and what expected quality of the result of solving the task. To manage the implementation of the portfolio of innovative projects of the enterprise, the structure of an open innovation system as a chain of structural units aimed at achieving the strategic goal of enterprise development is proposed. The thesaurus of management of innovative development of the enterprise has been improved by specifying the content of the concepts and categories "open innovation system", "mechanism of implementation of innovation activity", "national innovation system". The methods of calculating the integral index for selection of innovative enterprise projects on the basis of the weighted average value are proposed. It is proved that this indicator allows to combine objective data about each of the innovative directions of enterprise development and development of the potential of the enterprise due to the implementation of the innovation project. The author analyzes the program documents on management of innovation development both at the level of Ukraine and at the level of the European Union. The analysis made it possible to conclude that in order to provide innovative development of the country, a national innovation system is needed. The model of management of internal innovations of the project is developed, which is based on the definition of a sign of innovation value, which allows to make managerial decisions in the transition during the life cycle stages of the project. A mathematical model for forming a portfolio of a project-oriented organization is proposed, which is based on maximizing the portfolio's efficiency, taking into account existing resource constraints. The model includes an assessment of compliance with the phases of the life cycle of each of the innovative directions of enterprise development. The practical value of the results obtained is to develop models and methods that represent a set of tools for improving the mechanism for managing innovation as a non-material asset of organizations. The results of the study can be used in projects to increase the effectiveness of innovative activities of project-oriented food industry organizations.
