Thesis for Candidate’s Degree in Pedagogical Sciences in specialty 13.00.06 «Theory and methodology of educational management». – State Higher Educational Institution «University of Educational Management» of National Academy of Educational Sciences of Ukraine, Kyiv, 2021. The research is devoted to the problem of development and experimental verification of the system of planning of organizational and pedagogical activity of a general educational institution. Implementation of the Concept of the New Ukrainian School, adoption of new State Standards and creation of new educational programs, introduction of innovative technologies of development of school-age children into the educational process determine the progressive development of modern school education. Planning is a set of actions and decisions that lead to the development of strategies that should help the educational institution to achieve its innovative goals. The planning process is a tool that helps in making management decisions. In the course of the research the essence of planning of organizational and pedagogical activity as a functional problem and a component of the theory and technology of management of general secondary education institutions is revealed. The planning of the educational institution contains and reveals the strategic and tactical goals of the teaching staff in order to perform effectively the main tasks of general secondary. There are five main components in the organizational and pedagogical activity of the leaders educational establishment. The concept of organizational and pedagogical activity in educational establishment in the modern interpretation is defined as a set of organizational and pedagogical actions of the head of the institution of general secondary education and his management team, aimed at fulfilling the mission of general secondary education institution; formation of an educated, harmoniously developed personality, capable of constant updating of 20 knowledge, mobile to master information and innovative technologies of education and competitive to the requirements of modern society. A retrospective analysis of the organizational and pedagogical principles of planning the activities of the institution of general secondary education allow to determine the prospects of different types of planning in a modern school. The analysis of the components of the planning system in the management of a modern educational institution, made it possible to determine the main areas of management activities focused on the development of educational institutions. The first, most important, is the development of the concept of the educational institution. The educational institution must move from the mode of functioning to the mode of development. The second direction is the formation of a competent management team and a stable professional teaching staff that will be able to implement the mission of the educational institution. The third direction of successful management is related to the development and definition of vectors of development of the system of planning organizational and pedagogical activities of general secondary education: planning the educational process, planning the development of professionalism of teachers, planning educational work, planning staffing, planning management team. The presented vectors of development of the system planning of organizational and pedagogical activity contribute to the solution of actual and complex tasks of development of the national school, transition to the new content of education, the main directions of development of the system of planning of organizational and pedagogical activity in the corresponding components of the system of planning of organizational and pedagogical activity in the institution of general secondary education. Among the organizational and pedagogical conditions defined in our study, we distinguish the main: socio-prognostic conditions, pedagogical conditions, psychological conditions, organizational conditions, staffing conditions, regulatory and legal support, ergonomic and medical conditions, material and financial conditions, adherence to science, ability to the planning of activities in the institution of general secondary education. The implementation of organizational and pedagogical conditions provides an opportunity to conduct purposeful work to develop the professional creative potential of the teaching staff, development and implementation of a system of planning organizational and pedagogical activities in general secondary education. The practical result of the study is the developed guidelines for implementing a model of planning organizational and pedagogical activities of general secondary education, as well as the Program of development of educational institutions on the basis of implementing the system of planning organizational and pedagogical activities in general secondary education.
