Essay

The dissertation is associated with the achievement of scientific and applied tasks and the formation of strategy of ship management companies on a simplified path to organize the transportation of oversized and heavy cargoes (OHC) by non-specialized vessels. The development of infrastructure projects and industrial construction has significantly increased the amount of investments in the transportation of non-standard cargo, which in its turn, mainly exceed the technical capabilities of the rolling stock and create specific limitations on board modern oceangoing vessels. In the informational space there are enough offers on specialized logistics sites from freight forwarding companies offering services in organizing the transportation of OHC in international transport systems, however, there are a number of problems which are not sufficiently identified, poorly theoretically and foundationally developed therefore could significantly affect the cost of transportation. Proceeding from this, the perspective direction of research on the issues of organization of transportation of OHC is a detailed study of the process and creation on this basis of a comprehensive approach to theoretically sound strategies for the development and implementation of such transportation projects. The uncertainty of terminological definitions for the main modes of transport led to the creation of a number of regulatory documents for the transportation of OHC. For each type of transport, the regulations governing the rules of operation of transport means, during the cargo transportation are developed. However, each process of transportation of OHC is usually a single service, or unique, so this explains the lack of any standard tariff system for the transportation such goods. Calculated tariff rates by the degree of oversized cargo or weight cannot be considered as final, because they do not consider all the conditions of transportation. Absence of stable cargo flows; permanent land routes of transportation and heterogeneity of OHC require creation of a separate project or application of a project approach for each such transportation. As a result, five tasks have been set and consistently solved to achieve the goal.
