Dissertation work is sanctified to the decision of actual task, which consists in developments of scientific and practical positions in relation to organization of the effective functioning of passenger fleet under various conditions his exploitations. For gaining end of research it is in-process put and three basic tasks are consistently decided. The analysis of the modern state of theory and practice of exploitation of passenger ships is conducted: modern external of passenger fleet environments are described in the forms of linear and trip navigation; complemented and the specified classification of routes in accordance with modern terms. It is worked out simulation model of estimation of efficiency of functioning of passenger fleet. A model formalizes actions and experience of persons which make decision on effective application and development of production capacities of navigable company. The complex of mathematical models of optimization of decisions of work of ships is worked out under various conditions exploitations; mathematical model which takes into account dynamic character of allocation of resources of shipowner between the groups of works for modernizations. The set and exposed maintenance of basic types of works is for modernizations of passenger ships, and also utility of their realization. The worked-out methodology of realization of expert estimation of the state of requirement is in modernization of ships. The formed methodical positions are in relation to development and choice of optimal route for work of passenger ships. Theoretical and methodical positions which provide determination of volume of market of passenger ship depending on intensity of season of his work are offered.
