project management system on the basis of organizational competence integrated model. –

The dissertation is devoted to the solution of an important scientific and technical
task – the development of an organizational competence integrated model, which is
designed to develop technological maturity of the Ukraine metallurgical enterprises project
management systems. The result will increase the efficiency and effectiveness of project
management, programs and portfolios and obtain the planned value for all stakeholders
through the development (maturity) of the project management system elements
capabilities and supporting infrastructure of enterprises.
The research analyzes the existing approaches, conditions and reasons for the
creation and development of project management systems at existing metallurgical
enterprises of Ukraine, as well as the compliance analysis of their elemental composition
with the requirements of current international standards.
The definitions of the term’s «maturity» and «maturity model» are analyzed and
developed. The components and elements of the maturity model structure with a fixed
level are determined and generalized.
The evolution and classification of project management maturity models have been
studied. The main trends in the development of project management maturity models are
two areas: 1) the assessment direction: project management processes, organizational
project management; 2) the structure direction: models with a fixed level, stage continuous
level models.
Problems and criticism of the maturity models process developing and project
management maturity models in particular are identified. The study showed that the main
problem and criticism of models development is the choice of scientific paradigm of
development: natural sciences, artificial sciences.
The existing maturity models, which are used in practice to assess organizations in
the field of project management, are analyzed. To perform the task, the basic model was
chosen, the main selection criteria of which are determined: the possibility of direct project
management system elements assessment in organization and compliance with the
requirements of international standards.
An integrated organizational competence model has been developed on the basis of
improving the elemental composition of the basic model by developing and including in it
two maturity models for the two missing elements, which are defined in international
standards.
Within the framework of development of the integrated model of organizational
competence: 1) the constituent problems of project management information system
construction at the enterprise are defined and systematized; 2) the classification of
enterprise application integration knowledge and tools is developed; 3) the classification
of integration strategies for Project Portfolio Management class software and ERP 21
software systems for metallurgical enterprises with application of the specialized
integration software is developed; 4) developed a scientific approach to constructing a
project management information system based on the enterprise application integration.
The results of the dissertation research were used in the National Metallurgical
Academy of Ukraine in the implementation of management systems at metallurgical
enterprises, in the educational process of the Project Management Department of Kyiv
National University of Construction and Architecture, in activity of the capital
construction and investment directorate at the metallurgical enterprise PJSC
«Zaporizhstal». They will also be submitted to the IPMA Directors Board for the
preparation of the IPMA OCB new version and are recommended for assessing the
maturity of project management systems and supporting infrastructure of metallurgical and
other industrial enterprises of Ukraine.
