The object of research is the process of increasing the competitiveness of human resources in the conditions of forming the informative and network economy. The thesis is devoted to the deepening of theoretical and methodological provisions and the development of scientific recommendations for improving the socio-economic mechanism of increasing the competitiveness of human resources in the conditions of forming the informative and network economy. The content essence and types of competitiveness of human resources in the conditions of information and network economy are investigated. The specifics of transformation of approaches and features of functioning of the social and economic mechanism of increase of competitiveness of human resources in the conditions of formation of information and network economy are defined. An assessment of the international and national aspects of ensuring the competitiveness of human resources was conducted, which allowed to establish a close connection between the development of human resources skills and ICT. A rating assessment of the competitiveness of human resources by regions of Ukraine was made. The directions of improvement of the social and economic mechanism of increase of competitiveness of human resources in the conditions of formation of information and network economy are resulted. The tools for counteracting risks and threats in the field of ensuring the competitiveness of human resources are substantiated. Methodical bases of diagnostics of competitiveness of human resources in the conditions of information and network economy are developed. The results of the dissertation research were accepted for implementation by the Department of Economic Development, Trade and Industry of Kirovohrad Regional State Administration, Kropyvnytskyi City Council and Executive Committee, Kirovohrad Regional Development Agency, Central Ukrainian National Technical University.
