Object: institutions of the political system of Kharkiv region in the 1920s, which includes research on the growth and establishment of totalitarian traits in the party organization of Kharkiv region, its influence on councils, trade unions and Komsomol organizations; the purpose of reproducing the process of transformation of the party organization of Kharkiv region into a totalitarian organization, determining the mechanisms and methods of control of party committees over local councils, trade unions and Komsomol organizations; methods: microhistorical, complex, systemic, value and interdisciplinary approaches based on the principles of historicism, objectivity and comprehensiveness. The implementation of these principles is based on the use of general science (analysis and synthesis, induction and deduction); scientific novelty: on the basis of numerous archival materials, most of which are introduced into scientific circulation for the first time, a significant gap is filled in the ideas about the processes that took place in party cells, local councils, trade unions and Komsomol organizations. The origin and functioning of the institutions of the totalitarian political system at the regional level, namely in the Kharkiv region, are shown; a historiographical analysis of the scientific literature on the topic of the selected study, identified achievements and shortcomings that prevented domestic and foreign researchers to objectively study this topic; the course of discussions in the cells on the need to introduce elements of democracy into party life is shown; the opposition between the "tops" and "bottoms" of the party regarding material privileges is analyzed; the course of discussion of issues of all-party discussions in the centers of KP (b) U of Kharkiv region was studied; mechanisms, ways and methods of destroying elements of democracy in party cells are determined; the personnel policy in the party organization of the province is analyzed; the mechanisms of the party's control over the personal lives of its members are revealed; researches of purges in cells and their role in party life are investigated; the moral and ethical aspects of the everyday behavior of ordinary communists and leading party cadres are shown; coverage of the introduction of censorship by the provincial committee and its interference in the activities of the media; the manifestations of political dogmatism in the cells are shown, the forms and methods of interference of party bodies in the activities of local councils, trade unions and Komsomol organizations are clarified; the influence of party structures on the youth through Komsomol organizations, the struggle of the latter with youth organizations of non-communist orientation is shown; the relationship between the Komsomol provincial committee and local branches has been clarified; clarified: the attitude of communists of local cells to the need to implement democratic principles in intra-party life; supplemented: knowledge of the processes that took place in party cells, local councils, trade unions and Komsomol organizations due to the author's introduction into scientific circulation of new documents from the funds of the State Archives of Kharkiv region; acquired further research: coverage of the process of preparation and holding of elections to local councils; expanded knowledge: on methods of ousting political opponents of the Bolsheviks from local councils of Kharkiv in the early 1920s. The practical significance of the dissertation: the results of the study can be used by historians, political scientists and other experts to further study the phenomenon of totalitarianism in the USSR and Ukraine. And also in the process of modern state formation, by politicians, parties, public organizations, state institutions, mass media, which gives an opportunity to better understand the processes taking place in the political life of Ukrainian society. This will accelerate the process of overcoming the totalitarian heritage and post-totalitarian tendencies of socio-economic, political and spiritual development of Ukraine.
