The object of study is the social, political and economic processes in the USSR in the 1920s–1930s.
The subject of the research is normative, legal and organizational measures of power structures within the Pan-Ukrainian Committee for Scientists Assistance foundation, the main directions of its activities on the organization of social and material support of scientists in 1921–1938.
The aim of the dissertation is to study the organizational structure, forms of work and results of the Pan-Ukrainian Committee for Scientists Assistance in 1921–1938, its cooperation with other specialized bodies for the provision and control of scientific intellectuals.
The scientific novelty of the obtained results is determined by the aim, due to the set of tasks and ways to solve them, is the theoretical formulation of the problem, the author's concept of its analysis.
In the dissertation for the first time: in the Ukrainian historiography the question of creation and the organization of activity of the Pan-Ukrainian Committee for Scientists Assistance is raised and covered; a comprehensive (in social and historical terms) analysis and classification of historiographical and source material on the researched issues; generalized normative acts concerning the formation and organization of the activity of specialized bodies of assistance to the scientific intellectuals of the USSR of the specified period; New Archives sources, statistical materials were brought to scientific use, as well as appeals to already known sources with new questions were made, which allowed to show the general and special in the situation and everyday life of the Ukrainian scientific intellectuals of the 1920s–1930s; the author's periodization of creation and activity of organizational structures on rendering of the help to scientists, and also policy of the Soviet state in the field of science, its organization and management system, mutual relations of the power with scientific intellectuals is offered; the activity of the Houses of Scientists as centers of organization of scientific intelligentsia, ensuring its further professional and cultural development is comprehensively studied; the peculiarities of cooperation between the Pan-Ukrainian Committee for Scientists Assistance and the Sections of Researchers of the “Robos Union” are analyzed.
In the dissertation it is specified: the content and scope of concepts ("Central Commission for Scientists Life Improvement", "Pan-Ukrainian Committee for Scientists Assistance", "Section of researchers", "House of Scientists", "intelligentsia", "scientific intelligentsia", "scientist", "researcher", "social policy", "academic support "), which were objectively used in our study; statistical data on the size of academic support and features of its distribution.
In the dissertation there is an extension of: knowledge of the content of regulations and other documents of the authorities of the USSR/USSR as historical sources for the study of the problem of creation and operation of the Pan-Ukrainian Committee for Scientists Assistance; study of the historical conditions of formation of organizational structures and mechanisms of the state to provide assistance to scientists; knowledge of the state of financial and material and living conditions of scientists, the main forms of their leisure in the 1920's–1930's.
In the dissertation it is improved: the knowledge of the social policy of the Soviet government and measures to form a new and involve the "old" intellectuals in the construction of a socialist state; conclusions about the nature of the interaction of the Soviet government with the scientific intellectuals, the use of social and economic problems for their differentiation and subjugation.
Further development was done of: actualization of the problems of relations between the Soviet government and the Ukrainian scientific intelligentsia of the 1920s–1930s; an expansion of research areas of social policy of the USSR/USSR; issues of studying the activities of state bodies and structures for the organization of assistance to vulnerable groups.
