Essay

The theoretical and methodological foundations of the management of pedagogues’ qualification upgrading in the vocational education are substantiated in the context of life-long education. The author has analysed the evolution of the theory and practice of the theoretical and methodological foundations of the vocational education (VET) and the in-service vocational teacher training management, substantiated conceptual, organisational, and method principles. The peculiarities of the management of the system at the state, regional and local (the level of an educational institution) levels have been studied; possibilities and prospects of its futher improvement are presented on the basis of the open education and distance learning conceptual ideas.
