Об'єкт дослідження - Professional activity of police managers concerning personnel management. Мета дослідження - Theoretical development of psychological basis of proactive police personnel management, revealing of psychological means and directions of optimization of managerial activity of police managers. Методи дослідження - мethods of theoretical (analysis, synthesis, comparison, modeling, systematization, generalization of scientific and special research data) and empirical exploration (observation, discussion, interview, testing, interrogation, survey, professiographical and methods of analysis of products of activity, experiment, psychometric, expert evaluation, self-appraisal, reciprocal estimation, statistical methods). Наукова новизна - The socio-psychological roots of police management, methodology and structure of proactive approach, psychological features of realization of aims and functions of proactive approach to management are analyzed and summarized. Psychological resources of improvement of police management on the basis of principles of humanistic individual approach, optimization and systems analysis have been investigated. Psychological conditions of optimization of the main components of police personnel management system – psychological selection, motivation, personnel development and monitoring yave been revealed. Conception of police personnel' professional selection based on the ground of registration of person's readiness for training and professional activity has been proved. The psychological means of optimization of interpersonal interaction between managers and subordinates have been suggested. Psychological conditions of team building have been defined. Preventive measures against conflicts and distresses have been revealed. Several theoretical and methodological approaches for effective realization of the different elements of proactive management yave been established, especially while choosing the optimal complex of diagnostics instruments for defining the level of objective and subjective person's readiness for education and professional activity. Determination of group roles and team formation has been done. Organizing of trainings of motivation and self development, preventive psychological procedures have been suggested. Training and retraining system for police managers has been established. Psychological and pedagogical basis of police managers' training for proactive management has been developed. A conceptual notion for defining of proactive management processes has been systematized. Практичне значення одержаних результатів - - The effectiveness of system of personnel management has been increased due to implementation of proactive approach, The realization of the components of proactive management system has been optimized; Methodical recommendations concerning adaptation of methodic of additional psychological selection to magistracy (speciality “Law enforcement Management”) have been implemented, Methodical recommendations concerning the order of psychological study of candidates for duties of a commander in Law enforcement structures have been implemented, methodic of psychological selection of candidates for educational establishments of the Ministry of Interior (versions 2 and 3) has been implemented, the program of personnel development of Police staff has been introduced, the system of psychological training of Police managers for proactive management has been implemented. Предмет і ступінь впровадження - Adaptation in the activity of Centers of applied psychology MIA of Ukraine, magistracy and courses of raising the level of manager's skill of police institutes MIA of Ukraine, professional activity of police managers. Ефективність впровадження - positive estimation of the results of research from police authority, improving of the indexes of effectiveness of police management. Сфера використання – professional activity of psychologists from MIA system, police managers, activity of staff sub-units, training process of the institutes of MIA of Ukraine.
