Object of research: processes of organization of labour payment at the industrial enterprises of Khmelnitskiy region. The purpose of research: elaboration of scientific-theoretical bases, methodical and practical recommendations for formation of the mechanism of regulation of labour payment at the industrial enterprises in modern conditions of managing. Methods of research: dialectic method of knowledge, abstract-logic, history-logic, economic-statistical, comparative-economic, graphic-analytical, scientific generalization, analysis and synthesis, classification, analytics, induction, deduction, abstracting, system analysis. Theoretical and practical results: The new organizational-economic mechanism of regulation of labour payment is elaborated. It takes to register the factor of the cost of their labour, conditions of high motivation of labour. The scientific - theoretical rules of regulation of labour payment in conditions of market transformation of national economy are advanced. The basic rules are lead up to a level of methodical development and practical recommendations, which really can be applied at the enterprises of different patterns of ownership and managing. The research is closely connected to elaboration and introduction of the appropriate programs of development of Khmelnitskiy region and constantly working monitoring on questions of norm-fixing and payment of labour. There are used at Khmelnitskiy national university of МES of Ukraine at teaching disciplines: "Norm-fixing of labour", "Management of a manpower", "Stimulation and payment of labour". Scientific novelty: The concept of formation of the mechanism of regulation of labour payment is elaborated. Distillation of concept is the renunciation of regulation of labour payment by a principle of a part in the income of the proprietor-employer and introduction of a principle of the cost of a labour. The formation of the mechanism of regulation of labour payment by a principle of the cost of a labour requires measurement of abilities of the workers to working. The creation of integrated system of labour payment is proved. It is synthesizes in herself the certain elements of different systems of payment of labour. The concepts "the mechanism of regulation of labour payment", "the individual cost of labour", "measurement of abilities of the workers to work" are proved and formulated. Sphere of use are the scientific establishments on profile of working in sphere of management of the personnel and economy of labour; the executive bodies of authority, regional state administrations, territorial and branch bodies of management; the industrial enterprises, organization and firm irrespective of the forms of their property and managing; higher educational institutions.
