Essay

The author investigates the ideologies, the strategies and the results of the high education reforms in the developed Anglophone countries. The fundamentals of the neoliberal, neoconservative and neolabourist ideologies as the bases of the education policies of all parties in power are characterized. For the sake of the holistic analysis of the reform processes four dimensions of educational change (political, structural, cultural and human) are investigated. The peculiarities of the political mechanisms of the education reforms which include centralizing and decentralizing processes (standard-oriented reform strategy and the school-based management programs) are analyzed. The research of the profession-oriented reform strategy as a component of the high school changes is carried out. The theoretical grounds and the forms of the implementation of the market-oriented reform strategy are investigated. The conclusions about the deficiencies, the contradictions and the results of the reforms are made. Some proposals for Ukrainian education are given.
